1. Approved Coburn Amendment to prohibit FDA testing/distributing any drug intended for chemical inducement of abortion, e.g. RU486; Amendment to HR 1906 agriculture appropriations bill passed 217-214 (6/8/99)

2. House rejected amendment to HR 1401 Defense Authorization bill, 225-203, to repeal current law which prohibits client paid abortions at US military facilities 6/9/99)
3. House rejected , 268-164, an amendment to HR 1218, the Child Custody Protection Act, CCPA, makes it a federal crime for any non-parent to transport a minor across state lines for an abortion; the failed amendment sought to exempt certain adults, e.g. grandparent, sibling, rabbi, priest, etc. to gut CCPA's intent (6/30/99)

5. House passed Campbell Amendment to HR 2415 to authorize resumption of $25,000,000 annually to the United Nations Population Fund which promotes abortion in various ways around the world 221-198 (7/20/99)

House passed Smith-Barcia Amendment to the foreign operations appropriations bill HR 2606; amendment cuts off population-control help to any private organization that works to weaken foreign abortion laws, I.e. part of the 1984-92 "Mexico City Policy" 228-200 (7/29/99); Senate companion bill passed with no pro-life language.

11.   House passed Unborn Victims of Violence Act, H.R. 2436.  Under this bill, the assailant of an unborn child injured/killed during comission of a federal crime could be charged with manslaughter, murder, or other crime of violence. It passed by a vote of 254 - 171 on
9/30/99.
12. House passed Pain Relief Promotion Act, H.R. 2260 to promote pain management  and palliative care without permitting assisted suicide and euthanasia  271-156 (10/27/99)

Senate rejected motion to invoke cloture, i.e. end debate, on an amendment to the Campaign Finance Reform bill (S 1593) which would have, among other things, heavily limited communications about positions on issues of Members of Congress and congressional candidates by issue oriented groups 53 – 47 (10/19/99)
3. Senate approved bill (S 1692) to outlaw partial-birth abortions 63 – 34 (10/21/99) This is less than the 67 needed to override Clinton’s promised veto
